December 21, 2009. Water is raining from the ceiling of the 4th floor down to the 2nd floor of 521 E 5th. The floors of the 4th, 3rd and 2nd floors are puddled with water and the stairs between these floors are covered with water and debris that has been falling from areas of the ceiling that have rotted from the moisture.
